The problem seconded with Linux Mint 13, blank Firefox 17 and blank NoScript.
In my case clicking the "Search tools" button reloads the page, so the slide window has no time to open.
Disabling NoScript makes the slider function properly (selecting "Allow Scripts Globally" is not enough).

On a Google image search results page, and with NoScript disabled, upon clicking the "Search tools" button there is what looks to be a frame that slides down beneath the frame that contains the "Web", "Images", "Shopping", "More", "Search tools", and "SafeSearch" buttons. Clicking the "Search tools" button again hides that frame by making it slide back up. In that sliding frame are filter options for images that include small, medium, large, and larger than.
